If you want to get the base cost, simply divide the perfect mineral cost at ME0 by 1.1 and round appropriately (.5 and greater rounds up, everything else rounds down). This, of course, assumes a base waste of 10%.

I might be wrong, but it looks like material quantities are rounded to the closest integer before being multiplied by the number of runs. At least, this is what I notice with my rig BPOs that were researched to "perfect" ME (for 1 run).
